Dedicated to the ongoing program to improve and expand all physical facilities in support of the teaching, research and service missions of each university of The Texas Tech University System. Deliver all major capital construction projects for all units of the Texas Tech University System. Serve as primary representative for the Texas Tech University System to the Texas Higher Education Coordinating Board (THECB) Strategic Planning Committee. Present and seek approval from the THECB for all major Texas Tech capital projects. Develop the Texas Tech University System's Capital Improvement Plan.
Oversee the development and implementation of the System's Capital Improvement Program as well as maintaining a variety of System-wide facility related databases. Develop guidelines for preparation of Capital Improvement Program (CIP) submittals. Provide technical expertise in architecture, engineering, landscape architecture, and interior design to the component institutions. Provide consultation to the component institutions in the development of their Campus Master Plans or other facilities studies. Employ and effectively utilize professional expertise sufficient to provide excellence in facilities planning, design, construction, and commissions. Maintain control over the project budgets assigned. Generate income sufficient to finance the operation of Office of Facilities Planning and Construction. Manage the annual budget of Office of Facilities Planning and Construction to operate within assigned resources. Maintain a high level of expertise through staff training and development. Facilitate staff involvement in technical associations or groups. Stay abreast of the current state-of-the-art capital project delivery. Serve as the Texas Tech University System Administration primary Historically Underutilized Business (HUB) Coordinator.

Requirements
Bachelor's degree in appropriate field relating to area of responsibility plus ten (10) years of professional and management experience in similar area. Additional job-related education may substitute for required experience on a year-for-year basis.
