The Capital Projects Manager is responsible for managing the Conservancy’s role in the design, permitting and construction of ongoing capital projects. The individual will work as part of a project management team that will include senior staff of the Conservancy, representatives of key in-house departments, and a variety of consultants. The position requires an understanding of and experience with architectural design standards, construction techniques, permitting regulations, client programmatic needs, and strong interpersonal and collaborative communication skills.
DUTIES AND RESPONSIBILITIES 1.Analyze capital improvement project requirements. •Analyze cost and schedule requirements of the program and provide initial cost and schedule information to be included in appropriate planning documents. •Advise and recommend alternate solutions to space, funding and phasing problems with the goal of meeting the program requirements within resource limitations.
2.Participate in the procurement of outside consultant firms, including Architects and Engineers, Contractors and other consultants as required. •Participate in the negotiation of fee and scope of service for selected A/E design team members and contractors. •Prepare necessary documentation and justifications in order to solicit construction contract bids and award construction contracts.
3.Advise the design team during the schematic design development, working drawing and bidding phases for assigned projects. •Serve as the Conservancy’s main point of contact with consulting teams that can include architects, engineers, designers and contractors, and their coordination link with other staff and consultants, from beginning to end of project. •Manage the activities of the A/E team and their support disciplines during the design phases of the projects. •Document proceedings of all internal and external meetings as necessary. •Interpret and enforce contract provisions for construction; monitor progress of construction and coordination construction administration phase work of A/E team and other partners. •Coordinate appropriate reviews by both internal departments and external permitting agencies and organizations. •Ascertain that key decisions affecting the quality and direction of the project during the process and at the end of a phase have been signed-off on by the responsible parties. •Monitor cost effectiveness throughout the process; provide regular cost reviews; when required or when in the interests of the Conservancy, direct value engineering studies to verify design cost data.
4.During construction phase, remain responsible for budget control and management and continue to serve as the single point of contact with the end user. •Assure that the project remains on track in quality, scope, schedule and estimated costs. •Monitor appropriate agency review including building code review, etc., utilizing team members whenever possible. •Attend weekly project construction meetings and maintain bottom line responsibility for the change order process. •Monitor construction financial negotiations and documents during construction, review and issue payment certificates, change orders, etc. •Establish and monitor “action item log” and insure actions are completed by responsible parties in accordance with the project budget and schedule. •Review status of project critical path schedule with Construction Representative. •Visit project site periodically and determine project status and progress, and review progress with assigned Construction Representative. Take necessary actions to insure project schedule is maintained or adjusted, as necessary.
5.Track and report to Conservancy senior staff on status of plans, capital projects and contract implementation. •Develop regular progress reports on active projects •Plan and coordinate staff involvement in projects
6.Coordinate stakeholder and community outreach activities. •Coordinate scheduling and logistics for community input and update meetings. •Document proceedings of all meetings. •Work with the Conservancy's Communications department on press releases and other public relations efforts as needed.
