The Montgomery County Department of Parks seeks a well-rounded and experienced design/construction professional to be a Design and Construction Project Manager-Quality Assurance Specialist in its Park Development Division. This person will be primarily responsible for establishing and implementing quality management processes for the Department’s Capital Improvement Program (CIP) projects that help achieve quality designs and ensure that projects are constructed and delivered on time and within budget.
The Park Development Division is responsible for the implementation of the Department’s $220 million Capital Improvements Program (CIP), a six-year plan for the acquisition, design, construction, and renovation of the more than 400 parks on more than 37,000 acres of parkland within Montgomery County, Maryland. CIP projects vary from renovating playgrounds, trails, ballfields, courts, historical structures, park activity buildings, nature centers, and maintenance facilities, replacing culverts and bridges, restoring streams, to renovating whole parks and developing new parks.
The Montgomery County Department of Parks is part of The Maryland-National Capital Park and Planning Commission (M-NCPPC). M-NCPPC is a six-time award-winning, nationally recognized agency and recipient of the National Gold Medal Award for Excellence in Parks and Recreation management, serving the Maryland region adjacent to Washington, D. C. The Department has a career staff of nearly 800 employees, and we serve a diverse population of more than one million residents. We have an annual operating budget of over $100 million.
EXAMPLES OF IMPORTANT DUTIES:
The incumbent plays a key role in project development teams and works closely with project managers, construction managers, and procurement staff to ensure the technical accuracy, consistency, constructability, and completeness of construction documents, bid forms, and cost estimates. S/he must work proactively in a multi-disciplinary team setting during the entire project development process to minimize design deficiencies and conflicts, improve consistency, and enhance construction conformance. The incumbent also recommends improvements to project development processes through feedback from lessons learned and industry best practices and new trends. S/he may also undertake some project implementation depending upon qualifications and workload.
Examples of primary duties include:
Reviewing construction documents and cost estimates at critical milestones, from Request For Proposal through procurement, for overall adherence to project scope and budget, design standards, design deliverables requirements, and programmatic requirements.
Participating in project Planning-Design-Construction-Operation (PDCO) team meetings and Construction Advisory Group progress meetings to identify potential issues and facilitate solutions.
Updating design standard details and specifications with internal teams of subject matter experts and ensuring consistent application of the standards to capital projects. Support Division in implementing efficiencies to improve consistency and cost effectiveness without increasing staff workload.
Developing templates for various work products to facilitate uniformity and quality control.
Establishing and implementing construction quality assurance/control practices to ensure appropriate conformance to construction documents and schedules and to minimize risk in construction claims.
Preparing lessons learned evaluations of completed projects and sharing the result with relevant staff.
Providing an independent assessment of how the project development processes are being implemented and recommending methods to optimize the processes.
Organizing and conducting staff trainings to ensure consistent applications of quality management practices to all project development staff and ensure staff are informed of relevant work processes and software related to project management, including ePlans, PDCO, project scheduling, and the like.
A Bachelor’s degree in Landscape Architecture, Engineering, Architecture, Construction Management or a degree in any related field.
Five years of progressively responsible designer/or construction manager experience that includes substantive work in the range of duties and responsibilities in this class specification.
An equivalent combination of education and experience may be substituted, which together total 9 years.
Valid Registered Professional Landscape Architect, Engineer, or Architect License issued by any state within the U.S. required for eligibility. A valid Registered Professional Landscape Architect, Engineer, or Architect License issued by the State of Maryland required within six months of appointment.
Valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
A Master’s degree in Landscape Architecture, Engineering, Architecture, Construction Management or any related field.
Fifteen years of progressively responsible experience in design/or construction project management that includes substantive work in detailed design and quality management.
Direct experience in park related site and building development projects.
Ability to analyze organizational and operational problems and develop timely and effective solutions.
Excellent writing and speaking skills to facilitate communicate at all levels.
Strong computer skills in Microsoft Office Suite, GIS, databases, AutoCAD, and other graphic software relevant to design and construction project management.
Exceptional coordination and interpersonal skills.
