Job Description: Under general direction and reporting to the Assistant Vice President of Capital Planning and Design (AVP), this position is responsible for supporting the execution and coordination of Mines’ Master plan. In collaboration with the AVP, the Capital Planning Specialist provides management and coordination of numerous planning studies and capital projects, including buildings, landscape, preservation work, sustainability initiatives, parking and transportation studies, and infrastructure. The Capital Planning Specialist supports the design phase of campus construction projects and real estate transactions such under the direction of the Executive Director. This position will support the implementation of the Mines Space Management Program. Responsibilities: Master Plan Support the implementation of the 10-year University Master Plan. Provide coordination in the ongoing process of campus planning and support the implementation of the Master plan goals and objectives. Project Design and Management Support the AVP in the planning and design phases of capital facilities. Provide support throughout the early phases of programming, feasibility studies and concept designs. Prepares feasibility and other special studies to determine viability of potential campus projects or establish costs. Participates in the evaluation of planning consultants, design professionals, and general contractors. . Provide support for design document reviews, preparation of statements of work, technical and compliance documentation, development and updates, identification of budget needs, preparation of presentations and reports, and maintaining design project schedules. Assist in the preparation of scope of work statements. Participate in design review meetings. Perform plan-drawing reviews. Coordinate and communicate effectively with project stakeholders including but not limited to University leadership, faculty, facilities staff and other campus departments, senior staff, design teams, and contractors. Prepares clear and concise presentations and communication for a wide variety of audiences. Review design documents to ensure compliance with Mines standards, project scope, and programmatic requirements. Support the preparation of project budgets, cost estimates, and schedules. Organizes project documents. Real Estate Research properties in identified areas. Support negotiations during property inquiries and purchases. Manage the purchase process including appraisals, inspections and closings. Coordinate site surveys and environmental impact studies. Support AVP in management of real estate projects, including acquisitions, dispositions, easements, licenses and other title elements. Space Management Support Space Planning for Mines; refine, implement, and maintain Mines space planning policy and process. Support for strategic front-end planning for campus facilities to ensure that space planning is in alignment with the institutional master plan and related space policies. Serves as a liaison with Academic Affairs in the planning and coordinating of academic space needs for the Provost and Vice Provosts. Prepares planning studies, space gap analysis and space recommendations. Responsible for assuring that space used as intended and coded correctly to departments. Conducts space surveys in accordance with required standards and procedures, working with the appropriate faculty and staff to ascertain current utilization of the space assigned to their department as required.
