Requires education and/or experience to attain the following:
Bachelor's degree in Urban Planning, Transportation Planning, Engineering or related field and Three years professional level experience in transportation planning or similar field and or an equivalent combination of education and or experience.
Functional knowledge of concepts, principles, techniques, and legal aspects of integrated urban and regional land use and transportation planning, multi-modal transportation planning and implementation; interdisciplinary practices, analytic tools and recent trends affecting transportation and urban planning; application of land use, physical and environmental design, ecological science and zoning theory and practices to complex and politically sensitive transportation planning processes.
Working knowledge of transportation modeling and geographic information system techniques and software applications related to the work; research methodology as applied to the collection and analysis of planning data, terminology, symbols, methods, techniques and instruments used in planning.
Ability to review, prepare, and direct preparations of complex transportation plans, specifications, and legal contracts; use transportation modeling techniques and methodologies to address complex and politically sensitive transportation problems; perform difficult and complex technical research and analyze transportation planning issues or problems, evaluating alternatives and recommend or adopt effective courses of action; understand, interpret, explain and apply federal, state, regional and local law, regulations, policies, procedures and standards and planning principles and practices to complex, specialized and diverse transportation planning processes; work independently in the preparation of plans and special studies; organize and make oral presentations in public situations; prepare extensive written reports that are easily understood; read and interpret plans and blueprints; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public, and other organizations; communicate effectively in the English Language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record. |
