Manages the development of technical specifications by MARTA departments, the General Engineering Consultant, and other contracted architectural and engineering firms for MARTA projects. Writes, edits, and reviews construction specifications and assists others in the preparation of specifications. Responsible for the assembly of the procurement and contracting portion of project manuals, and for maintaining and updating documents as directed by the MARTA Legal and Office of Chief Contracts Officer (OCCO).
Oversees the maintenance of MARTA Guide Specifications (MGS) sections and Project Manual Administrative Procedures. Reviews and coordinates specification edits prepared by engineers and architects for accuracy, product information, and proper applications of products. Researches, obtains, and maintains information necessary for specification preparation.
Responsible for adherence to construction specification systems, methods, formats and classifications developed by the Construction Specifications Institute (CSI). Assists Chief of Specifications in developing, updating and conducting a training course for engineers, architects and project managers in the development and preparation of detailed project specifications sections.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manages the development of technical specifications by MARTA departments, the General Engineering Consultant, and other contracted architectural and engineering firms for MARTA projects. Coordinates the preparation and assembly of Bid Document Project Manuals, preparation of addenda, preparation of Executed Contract Project Manuals, and preparation of As-Built Project Manuals.
Manages, develops, and implements MARTA Guide Specifications sections. Coordinates the preparation of new technical specifications sections for MARTA projects when required.
Manages the maintenance and updating of the documents in the procurement and contracting portions of the project manual as directed by the MARTA Legal and the OCCO.
Performs Quality Assurance (QA) reviews of project specifications for adherence to construction specification systems, methods, formats and classifications developed by CSI (Construction Specifications Institute), coordination with the procurement and contracting portions of the project manual, and coordination of measurement and payment with the Bid Form for milestone and Bid Document Project Manuals.
Researches, investigates and advises engineers and architects on the use of new construction and rehabilitation materials, products, and systems. Disseminates new information to other MARTA departments as necessary.
Assists Chief of Specifications in developing, updating and conducting a training course for engineers, architects and project managers in the development and preparation of detailed project specifications sections
Performs other duties as assigned.
May oversee the activities of Specifications Writer and Specifications Technical Specialist positions.
Bachelor's degree in Architecture, Engineering or a related field. Seven years of professional level experience in developing and creating technical project specifications for new construction and rehabilitation projects.
Must have demonstrated skills in writing, editing, and developing new and/or updating existing guide specifications in accordance with the Construction Specifications Institutes' guidelines. Highly effective planning, verbal, writing, analytical, and problem-solving skills required. Knowledge of Federal and State ADA safety regulation issues related to creating and maintaining project specification documents. In lieu of a degree, directly related experience may be substituted on a year for year basis. Transit system experience is preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
Professional Licensed Architect or Engineer is preferred. Professional Membership in the Construction Specifications Institute (CSI) and CSI certification as a “Contract Document Technologist (CDT)”or the ability to obtain certification within two years of being hired is required. CSI certification as a “Certified Construction Specifier (CCS)” or the ability to obtain certification within three years of being hired is desirable.
