Under general supervision, reviews construction documents, develops/implements standards for buildings/projects which meet the requirements of the Americans with Disabilities Act (ADA) and related building and accessibility codes. Serves as an expert consultant evaluating compliance with accessibility standards for new construction and alterations, barrier removal, and program state and federal accessibility obligations; provides highly technical and professional architectural assistance by conducting onsite surveys and reviews of buildings and facilities, by conducting critical reviews of architectural plans, specifications, and photographic evidence of accessibility; assists in developing technical assistance materials and guidance; and provides expert advice and guidance to top management, other architects within the agency, and other state and local governments, private firms, and individuals. The incumbent also performs other job-related duties as assigned.
ESSENTIAL FUNCTIONS
Manages the Statewide ADA facility improvements program, including evaluating and reviewing ADA construction projects for compliance with the ADA and state disability laws
Conducts trainings for specific target audiences, including: code officials, state facility administrators and design professionals
Manages contracts with consulting firms and accessibility experts may be required along with public appearances at professional meetings or training events
Prepares budget estimates for projects and performs related work as required. Provides reports and photographic images on findings
Ensures all work performed meets all applicable state and federal laws and regulations concerning public accessibility
Acts as subject matter expert on construction projects, all applicable state, federal and local laws and building codes, as it relates to disability issues. Ensures compliance with project specifications and contract requirements
Delivers accurate and timely answers to accessibility code-related issues via telephone contact, e-mail, in person contact and memoranda
Provides technical support/direction to internal office and GSFIC, state and local engineers and inspectors, state facility administrators, professionals and general public on federal and state accessibility code requirements
Notes deficiencies on plans and makes recommendations/reports for revision in areas of non-compliant sites if requested by (the State ADA Coordinator) or Agency partners to ensure that construction is (according to plan) properly executed
Upon request prepares schematic plans and specifications for necessary ADA alterations to state agency facilities and reviews construction documents for compliance with requirements to ensure accuracy in design intent on projects to be constructed statewide
Assures facility inspections are completed appropriately for ADA funded projects
Coordinates the technical components of the office's funding projects, including preparing necessary surveys/inspection reports and supplemental drawings when necessary
Provides internal support functions to GSFIC Design Review Group, GSFIC Construction Services, GBA Project Management, GBA Facilities, and SPC
Provides support to State ADA Coordinator’s Office team
Directly assists in development of State ADA Coordinator’s Offices strategic plan
Initiates implementation of the facility-related strategic objectives
Must work assigned days and hours
Develops and delivers facility access related training initiatives, including courses for target audiences, including Code Engineers/Inspectors, State Facility Administrators, and Architects/Professional Associations
Develops and implements technical bulletins for State Fire Marshal
Conducts outreach activities (including surveys, focus groups) to identify remaining/ongoing accessibility issues among state facility administrators, enforcement authorities (e.g., accessibility fire marshals, inspectors, etc.); people with disabilities
Keeps current with the latest developments concerning accessibility in buildings and facilities, construction, and related disciplines by reviewing technical, trade, and government publications and online forums, and attending technical conferences or professional meetings
Redirects remaining funding from completed projects to other priority projects
Reviews invoices and pay applications on completed work to ensure quality control
Evaluates cost estimates for proposed work and provides technical guidance on funding issues and decisions
Responsible for managing the Program within the ADA Facility budget
Develops Capital Outlay Budget submittals for the Office of Planning and Budget (OPB)
Stays within departmental budget
MINIMUM QUALIFICATIONS
Completion of an undergraduate degree in architecture from an accredited college or university and eight (8) years of related experience in architectural design, document review, building codes and construction administration, with two (2) or more years of experience focused primarily on the application of “accessibility compliance” and the principles of “universal design”
Demonstrated experience, proven ability and commitment for public service and mastery of both theoretical and practical ADA architectural principles, methods and techniques and their applications to the design and construction or improvement of building and facilities
Must have an active registration in Architecture in the State of Georgia
Must have a valid driver’s license and the ability to travel statewide
