Job Summary
This position is located in the Department of General Services, Capital Construction Services Division. DGS manages the capital improvement and construction program for District government facilities; real property for District government use; management of space in buildings operated or leased by District government for selling and leasing other District real property; and for providing building services for facilities owned or operated by the District.
The Capital Construction Services Division (CCSD) oversees, plans, designs, and builds an average of 300 active projects annually across the District's educational, public safety, human and social services, municipal and recreation facilities totaling more than $3 billion in projects.
Duties and Responsibilities
The Project Manager has a special emphasis placed on projects that are in the planning and design phase. The incumbent shall manage construction projects through the permitting and regulatory process, value engineering, budgeting, scheduling, drawing review, team management, and risk assessment prior to construction. The incumbent is responsible for large and complex project assignments and supports program manager of a real estate portfolio and is responsible for full lifecycle of capital projects assigned. It is also expected that a successful project manager provides expert level planning, oversight, analysis, communication, technical assistance and guidance for major actions.
The incumbent plans, prepares, directs and oversees the design and construction of a variety of projects for the District of Columbia with responsibility for the projects from inception to completion and for project assessment, evaluation and follow up activities. Solicits approval on scope, budget and schedule ensuring accomplishment of all activities related to competitive and open-end contract. Establishes budgets for projects and is responsible for securing the funding data once projects have been fully approved. Facilitates meetings to convey technical ideas to a broad spectrum of stakeholders and obtain intended outcomes.
Licensures and Certifications
Registered Architect is highly preferred. PMP, Professional Engineer and/or other approved certifications is preferred.
Working Conditions/Environment
The work is primarily performed in an office setting which is adequately heated, ventilated, and lit and, on occasion at construction sites, where the incumbent is exposed to dust, chemical odors, and construction hazards. While at construction sites the incumbent is required to wear a hard hat and other protective equipment. Additionally, while at construction sites, there is a need to use caution to avoid the movement of building supplies, workmen on ladders, mechanized equipment, falling material, slippery surfaces, etc.
Qualifications and Education
One (1) year of specialized experience equivalent to the CS-13 grade level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position in the normal line of progression, including but not limited to: proficiency in the use of a personal computer (PC), utilizing Microsoft Office Suite, ProjectTeam, Microsoft Project, Primavera, and AutoCad; Expert knowledge of building design and construction technology and principles and ability to interpret construction documents.
Bachelor’s Degree in Engineering, Architecture, Construction Management or a related field from an accredited four-year college or university and/or seven (7) years of experience in a construction project management, architectural or engineering position is highly preferred.
